Sutton Massachusetts General Bylaws
ARTICLE 1. FINANCE AND WARRANT ADVISORY COMMITTEE
These general bylaws are official as of October 20, 2003. The are the last known revision as of March 17, 2007.
Section 1.1 - Membership
There shall be a Finance and Warrant Advisory Committee consisting of nine members
each appointed for a term of three years. No member of this committee shall be a
member of any other town board or committee, nor shall any member hold any town
position involving the handling of expenditures of funds of the town. Every effort shall
be made by the appointing authority to obtain as equal a representation from the three (3)
precincts as possible.
Section 1.2 - Term of Office
Three members appointed by the Moderator, three for a period of (1) year, three for a
period of (2) years, and three for a period of (3) years. The years following annual
appointments will consist of three for a term of three years one member from each
precinct. In the year in which the term of office shall expire for any member of the
committee, the effective date of expiration shall be June 30th of said year. Within five
days after swearing in a mew member, the Town Clerk shall mail to the home address of
the chairman, the name, address, telephone number and a copy of the new member's
appointment paper. The appointment paper shall clearly indicate the date of appointment,
term expiration date and the name of the member being replaced.
Section 1.3 - Organization
The said committee shall, as soon as practical after the closing of the spring annual town
meeting , meet and organize by electing from their own number a chairman, vicechairman,
and clerk each of whom shall perform the usual duties of such officers.
Section 1.4 - Report of Committee
The report of the finance and warrant advisory committee required under the Home Rule
charter shall be printed and copies shall be made available for distribution to every person
who shall be made available for distribution to every person who shall request a copy
thereof at the office of the town clerk, at the public library and at its branches, at the
police station and at other convenient places in the own for the convenience of the voters.
The report shall be available at least seven days prior to the convening of any annual or
special town meeting. The report shall also include the vote of the committee on each
warrant article.
